Like in your example with Soviet tech. Soviets, USF and OKW would have this issue, while Wehrmacht and UKF have more linear tech progression getting around that choice. Then finally it gets going, but no commander portraits appear in the UI. You can't pick a commander at all. No tabbing in or out or going to the tac map will fix it.
